Stillwater is located in the northern-central part of the state of Oklahoma and a city and seat of Payne County. The area where the present-day Stillwater stands were settled in 1884 as a colony of the illegal homesteaders from Kansas or the “boomers on the nearby Stillwater Creek. The settlement was led by Captain David L. Payne, who was an American Civil War veteran and whom a memorial park was created in 1996 to honor him. The permanent settlement started in 1889 in the great Oklahoma land run, and the growth began with the establishment of the Oklahoma Agricultural and Mechanical College in 1890.
